I was watching E3, when they announced DLC for the game and thought, "Why would they announce DLC and be acting happy about it!? Just include it with the game!" I believe they have the DLC already at launch, and just hold onto it for $$$$. I guess if I was a business, it would make perfect sense to do it...as a consumer, I don't like it.
